There is no such thing can be definitely mentioned as the "best anime". Why? All are coming from the opinions of multiple people that watches any of the shows which they find as very good. So, I'm sorry to burst you bubbles, but I prefer saying "none". I have favorites but I do consider the great possibility of others being better than what animes I think are really amazing.

No, that's not the point.

One, you can't really just call something the best without watching all(lol thousands), or at least most of the good ones.

I agree with Kagomelover, there is no best. However I will say the one that appeals to my tastes the most is One Piece (the sub and only obviously). The idea of Devil Fruits is one I find interesting and unique and while certainly very little in the story is going to throw you for a loop it is still funny with actions scenes that, while often somewhat cliched, are often made interesting by the various techniques used.
