Colorful. It's one of the first anime I watched, and it still has a special place in my heart for being so quirky, hilarious, and unabashedly horny. Hell, the back of the DVD says it all:

According to anime insider, the best fanservice for men is simoun. Basically because it revolves a fictional nation (Simulacrum) on a planet where everyone is born female and decides later which gender they'll be. Simulacrum owns technology used to launch an aircraft called "Simoun" to help defend the homeland. Simoun is operated by dual teams of priestesses who have to activate the aircraft by kissing. It was given the best fanservice (for men) title of 2008.

Haruka: beyond the stream of time won best fanservice for women.
